Preheat oven to 400°F (200°C) and spray a small baking dish or sheet with cooking spray.
Slice each chicken breast horizontally nearly in half to butterfly, then open up.
Squeeze lemon juice from the 2 lemon wedges on both sides of the chicken breasts.
Sprinkle ground pepper and chipotle powder to taste on the chicken.
Place a slice of Brie cheese on each chicken breast and sprinkle with 1 tablespoon of chopped chives per breast.
Fold the chicken breasts back together firmly.
Lay 3 slices of prosciutto side by side, overlapping by 1/3, and place a stuffed chicken breast upside down onto the bottom edge of the prosciutto.
Roll the chicken breast one complete turn, fold in the sides, and continue rolling to the end of the prosciutto.
Place chicken packets seam-side down onto the oiled baking dish.
Bake in the preheated oven for about 40 minutes, or until the internal temperature of the chicken reaches 160°F (70°C).
Allow the chicken to rest for 5 minutes before serving.
