In a bowl, combine 1/2 cup cornflour, 1 cup refined flour, 1 egg, and salt. Add the required amount of water to make a thin batter. Whisk well and set aside.
In another bowl, add 1 cup grated paneer, 1 cup oats, 1 pinch black pepper, 1 bunch chopped spring onion, 2 teaspoons red chili powder, and salt. Mix well and set aside.
Heat a little oil in a pan and pour the egg batter to form thin sheets. Remove immediately from the pan and place on a sheet of plastic paper. Repeat with the remaining egg batter.
Place enough paneer mixture onto each egg sheet and carefully roll from all sides, like spring rolls.
Heat oil in a deep pan and fry the rolls on both sides over medium heat until golden brown. Drain on absorbent paper and serve.
