Bring a large pot of lightly salted water to a boil.
Add 1 chopped head of cauliflower to the boiling water and cook until firm to the bite, about 5 minutes.
Drain the cauliflower and rinse with cold water.
In a large bowl, mix the cooked cauliflower with 1 seeded and chopped cucumber, 1/2 chopped onion, 1 large chopped tomato, 1/2 cup chopped cilantro, and 4 seeded and chopped serrano chile peppers.
Add the juice of 12 small key limes to the mixture and stir.
Mix in 2 tablespoons of chili powder, 1 teaspoon of Worcestershire sauce, and salt to taste, stirring after each addition.
