In a large bowl, combine 1 teaspoon curry, 1/4 cup chopped cilantro leaves, 2 tablespoons chopped green chilies, 1 teaspoon chopped ginger, and 1 cup grated cheese.
Mix the ingredients thoroughly.
Gradually add water to the mixture to create a thick batter.
Add 1 separated cauliflower to the batter and blend well.
In a large heavy frying pan, pour oil to a depth of 1 1/4 inches and heat to 365°F.
Test the oil by dropping a small amount of batter into it; if it sizzles, the oil is ready.
Scoop 1/4 cup of batter at a time into the hot oil to form pancakes.
Fry the pakoras until they turn golden brown.
Carefully remove the pakoras from the oil and drain well on paper towels.
